How to Choose a UAE E-Invoicing ASP: 7 Key Criteria [2026]
Not all ASPs are equal. Evaluate Peppol certification, uptime SLAs, per-invoice fees, and 4 more factors before choosing your UAE e-invoicing service provider.
With the implementation of the new E-Invoicing system in the UAE, a new term is entering the business dictionary: Accredited Service Provider (ASP).
Under Ministerial Decision No. 64 of 2025, businesses cannot send invoices directly to the Federal Tax Authority. Instead, every invoice must pass through a technical “gateway” managed by a service provider accredited by the Ministry of Finance 1.
The question facing every Finance Manager now is: How do I choose the right provider? And do I need to change my accounting system?
What is the Role of an ASP?
In the “5-Corner Model,” the Service Provider plays the role of Corner 2 (for the Supplier) and Corner 3 (for the Buyer).
- Accounting System (ERP): Generates the invoice.
- Service Provider (ASP): Validates the invoice, digitally signs it, transmits it via the secure Peppol network, and reports to the FTA.
Think of the ASP as a “certified digital courier” ensuring your invoice arrives legally and securely.
Criteria for Choosing the Right Service Provider
The Ministry of Finance has set strict criteria for accrediting these providers, including ISO 27001 certifications for cybersecurity and a minimum paid-up capital of AED 50,000 2. But when choosing, you should look for more than just the license:
1. Seamless Integration with Your Current System
Does the service provider have “ready-made plugins” for the accounting system you use? If you have to manually extract data and upload it to the provider’s portal, you have failed at automation. The Ideal Solution: An accounting system (like Qeemah) that comes with pre-built, embedded integration with an accredited service provider, so you don’t feel the presence of a third party.
2. Expertise in the Peppol Network
Ensure the provider is an active member of the OpenPeppol network and holds a valid PKI certificate. Experience in handling network errors and AS4 protocols is essential to ensure invoices are not lost 3. Your ASP must also understand the PINT-AE standard (Arabic) thoroughly.
3. Data Storage and Privacy
Under UAE laws, sensitive financial data must be stored within the country or in secure, approved cloud environments. Ask the provider: “Where are your servers located?“.
4. Local Support
When an invoice is rejected due to an XML code error, will you be talking to a chatbot or a technical support expert in Dubai? Fast local support is the difference between solving a problem in minutes or days.
Should You Contract with an ASP Directly?
Before choosing an ASP, make sure you’ve registered on EmaraTax first — it’s a prerequisite for appointing any ASP.
For SMEs, contracting directly with a global service provider can be costly and technically complex. The smarter option is to use an All-in-One Accounting System.
